Abstract

Managing sustainable development and environmental performance is a legal requirement for
universities, yet this doesn’t seem to translate into actions. The low roll-out of specific management
tools is explained both by the difficulties to implement any control system in universities, and by
those specific to environmental control systems. Two other factors play an important role in this
implementation: the political will of the management teams and the universities’ “culture of control”.
A survey carried out in four French universities will help understand the brakes and success factors
and draw a cartography of environmental monitoring systems
