Economic reflections on commons as they have developed since the 18th century until recent years,
particularly with the famous article by Hardin (1968) on the “tragedy of the commons”, primarily
applies to the question of the efficient use of assets such as natural resources.
The collective decision remains a major problem that neither the market in its naive form proposed
by the “liberals” nor the rules of standard democracy solve satisfactorily, however, the urgency to
act is obvious to all.
