regional health planning: technicisation or health policy? Viewpoints of two generations

The French health system has undergone significant reform in 2009, to streamline its organization and mastering expenses. One way to follow live the implementation of these reforms may be to exploit the work of observation and critical analysis of the processes carried out by students in a teaching unit dedicated to health planning. To do this, six professional areas invested by the planning and conducting lessons have analyzed and discussed 30 of 115 planning work selected and implemented between 2009 and 2012 by High School of Public Health. The shape of the observation has been imposed, but not the theme and terrain chosen by students. To study the work done, teachers teaching module was loaded to the analysis of work products, mainly from the educational objectives: the ability to capture a problem, take the distance relation to the legal standard , and assess the implementation of reform. Strengths and weaknesses analyzes students are then faced with critical analyzes of teachers on this reform to provide a training and development to the critical analysis of forms of control planning policies. If planning is at the service of a virtuous political intent, current tech makes uniform and consistent process but irrelevant. Indeed, taking into account health needs by offers a continuum of prevention , ambulatory care, hospital , medical-social and social as well as actions on other determinants of health requires a broad consultation taking into account the funding and evaluation. Goals should be narrower and more mature. If the Regional Health Agency (ARS) marks the end of the health and social planning began in the 80s, an ARS “second generation” may allow its renewal. Specialists in planning are essential because it is in times of reform and complex environments there needs these counselors strategists-hosts.
