Introduction: The Departmental Committee of Special Education (CDES) is requested by the educational team of the school district to provide a medico-social support to children with Emotional and Behavioral Disorders (EBD) resistant to ambulatory follow-up. Material and Method: An automated processing of medical information using national standards for coding medical certificates was introduced in 1999 in the CDES of Bouches du Rhône, Var and Vaucluse. Global and territory Incidence Rates (IR) of EBD were measured objectifying the need. They were correlated with the rate of equipment in medico-social structures. Results: IR of children with EBD is 47 per 100,000 young people. The distribution on local territories of EBD IR, plans of care (internship, externship), and equipment rate highlights disparities in the distribution of support compared to the expressed need. discussion: This study emphasizes the importance of working on the impact of disorders connected to requests for support made or not (in the case of children expecting place) to assess planning requirements. However, it considers only requests for medico-social support with CDES notification. conclusion: Although planning cannot be considered as a process far removed from contributors, epidemiological sciences and research provide decision-making tools we should not go without, in planning medico-social equipment.
