THREE PROMISES FROM THE NEW MOROCCAN CONSTITUTION

Arisen from the Moroccan Spring, the 2011 Moroccan Constitution introduces a triple
mutation – territorial, political and legal – of the realm. It lays the foundations of an “advanced
regionalisation”, symbolically establishes a “parliamentary monarchy” and also undertakes a
legal revolution through the proclamation of news rights and fundamental freedoms. Thus,
three years later, the progress made and the considerable potential of reforms resulting from
these three constitutional promises have to be measured.
