In under a year, the governments of the member states of the Council of Europe responded to public demand by drawing up and adopting an additional protocol to the European convention on biomedicine and human rights.
Wishing to preserve research and its potential benefits for mankind, this text does not condemn cloning as such but the abuse of cloning that is contrary to human dignity. Therefore here it is only cloning for reproductive purposes that is in question, since the convention already contains provisions relative to intervention that aims to modify the human genome.
