Abstract

This article presents an approach to choose the best main-tenance interventions of a set of candidate road sections for periodic maintenance works based on the vehicles fuel consumption, the monetarization of air pollutant emissions during the pavement use phase, the total costs of transport and the budgetary constraints for 20 years’ analysis period. The selection process of the maintenance interventions is as follows: the identification of road sections that are candidates for maintenance, the inventory and data collection, the deter-mination of service levels, the establishment of maintenance interventions that are applicable to the road sector, the cal-culation of air pollutant emissions and the techno-economic analysis using Highway Development and Management model (HDM-4). The most cost-effective interventions resulting from the analyzes are mainly the periodic preventive treatments such as asphalt thin concrete overlays and surface dressing overlays. It is also observed that the reduction of air pollutant emissions and the fuel consumption during the life cycle is important by applying these best interventions on the road sections. Therefore, the results of this study demonstrate the possibilities to integrate environmental effects in the classical road economic analysis despite the lack of the state of the art to monetize these effects adequately.
