Abstract

The purpose of this article is to identify the evolving doctrine of UNESCO in relation to human rights and their implications for its action in this area. The author firstly recalls the constitutional mandate of UNESCO in the field of human rights and peace. It further recognizes five periods from the 50’s to the beginning of this century, each covering more or less a decade. The first is one of predominant philosophical reflection on human rights and peace. The second is marked by a will to affirm fundamental rights such as the right to education. The third expands on the standard-setting action of UNESCO. The fourth period is characterized by an emphasis on the multidisciplinary approach to human rights and peace. The fifth is marked by a resolute affirmation of the standard-setting role of UNESCO in the field of human rights.
