Various strategies for change does
not cease to be put in place to be able to adapt to
the instability and turbulence characterizing the
urban sector. Two observations can be drawn up,
and this at least on a plan of political speeches. On
the one hand, the figure of the inhabitant and its
development staff are at the center of the concerns
of all the strategies for change. On the other hand,
communication is a vital ingredient to the success
of these strategies. This study therefore proposes to
question the role of the bottom-up communication
in the conduct of urban change.
