Abstract

The debates around the opening of the capital of Autoroutes du Sud de la France - ASF -, a semi-public company, such as, more broadly, structural financial difficulties of the State and other public authorities brought the concession back to the fore of the scene (1). It is indeed experiencing an undeniable revival today, under the name more modern management delegation: it seems to offer an exemplary form of partnership public-private (2).
