    L'éclatement des modèles postaux

    La lecture de ce numéro, qui couvre une longue période de l’histoire postale, corrobore l’idée que l’objet « Poste » est complexe et suppose la mise en contexte que tente cet éditorial. L’approche transnationale aide à répondre à la question du modèle : il ne s’agit pas tant de comparer des Postes, mais des services, des métiers, des personnels placés sous l’égide de structures différentes et qui, en dépit de cela, se retrouvent au sein de l’UPU afin de préserver la réciprocité que se doivent les membres de cette organisation. D’ailleurs, si Amazon souhaite y siéger, c’est parce que les Postes maîtrisent tous les flux mondiaux et globaux et le dernier kilomètre local. Or cette réciprocité des échanges entre les Postes, des missions au service du plus grand nombre, est aussi un gage de la préservation des libertés individuelles et un moyen de résistance aux pressions exercées par Amazon et Google (entre autres). Au travers de leurs Postes, qui ont pu sembler un temps surannées, les États comme l’UPU opposent l’intérêt général aux pressions du marché, même si leur marge de manoeuvre est étroite.

    Public/privé, économique/politique, État/société civile, faut-il désormais remiser ces distinctions, si longtemps structurantes ? Partout en effet, l‘idée de « l‘entreprise comme acteur politique » fait florès. D‘où vient ce nouvel engouement ? Qu‘entend-on précisément par là ? Comment dissiper les inévitables ambiguïtés et ordonner la variété des acceptions ? Comment les diverses sciences sociales s’emparent-elles de cet objet ? Et quel programme de recherche esquisser autour de ce nouvel objet ?
