Abstract

The need to decarbonise the electricity sector requires changes in the physical structure of the system which, in addition to the economic challenges and technical, bring significant institutional challenges. The study of electricity market in Brazil shows how problems of governance structure linked to the role of the State and risk sharing among actors imply systemic inefficiencies and delay the energy transition process
