On 1 October the ECHR for the first time made a pronouncement about the compliance with the convention
of the conditions laid down by French law concerning
family allowances for foreigners. The position adopted by
the European judges should satisfy those who think it is
necessary to limit access of foreign families to social benefits; others will see in it further proof of the benevolence of
the Court with respect to migratory policies, as the rules
in question are, in their eyes, more a tool to limit immigration than an instrument of family protection.
