Abstract

Over the past decade, there has been
a growing commitment on behalf of the European
Union in favor of open innovation, open access
and open science. Our objective in this article is to
question the origins of these policies and to review
the developments and limits. The purpose of this
analysis is also to highlight the contradictory injunctions that researchers are now undergoing in terms
of publication and dissemination of scientific and
technical information through, among other things,
the problematics and issues related to the patentability of research results funded by public funds.
