Abstract

This paper presents the knowledge
economy dimension of the Knowledge Management
System developed by the French armies to manage
information on health risks that may affect the
forces. The existence of different actors “mediators”
involved in a collaborative economy is highlighted.
The objective is to allow the user, through a process
of knowledge capitalization, saving time in the
information retrieval and performance in decision
making. This system generates strategic value-creation, particularly after the 2004 South-East Asia
Tsunami, to anticipate epidemics for the forces sent
in humanitarian support or more recently in the
context of the Ebola 2014 outbreak in Africa to detect
vaccine innovations.
