Abstract

The present work investigates whether existing Brazil’s Federal rules and policy instruments were enough to avoid a recent increase of more than 60% of Amazon rainforest illegal deforestation between August 2018 and July 2001. It analyzes the “PPCDAm – Plano de Ação para a Prevenção e Controle de Desmatamento da Amazônia Legal” (Action Plan for the Prevention and Control of Deforestation of the Amazon Rainforest), focusing on norms and management tools present in Federal Decree nº 6.321/2007, specially on policies tailored for priority municipalities, this analysis identifies which actions lacked implementation and its consequences.
