Abstract

Public health institutions are subject to the speciality
principle, that they must respect the framework of the
mission assigned to them by legislation.
This principle involves a limitation of the legal means
that these establishments may use to develop cooperation
and enhance their research activities.
Therefore, they cannot incorporate a simplified joint
stock company or support it to such a structure through a
foundation or association. Then, it would be susceptible
to be described as transparent.
