Abstract

Bioethics issues (expanded to health issues and those
related to the environment) are a good example of the
amplification and the changing nature provided by the
QPC to the activity of the Constitutional Council since,
remaining locked since 1994 in the affirmation of
"matrix" principles, they gained today with this new
procedure a more concrete development with regard to
issues that arise in individual litigation. Indeed, with
this emerging jurisprudence, substantive issues found
more substantive responses facilitating harmonization
between the jurisprudence of the high administrative and
judicial courts. However, questions have also led to
procedural matters, some specific to bioethics, others not,
and confirm the effectiveness of substantive rights
