THE MEDICAL NUMERUS CLAUSUS: AN ABSURD AND UNFAIR SYSTEM GENERATING INCREASING INEQUALITY

Founded by the Vichy regime in 1940, with the initial
aim of reducing the number of students and physicians,
the numerus clausus was abolished in 1945. It
reappeared in 1971with a view to limiting the number
of medical students. Its perfect inefficiency is
demonstrated in the European and international
environment. French students are graduated by foreign
universities and foreign doctors are allowed to practice in
France.
Numerus clausus has neither reduced the number of
physicians nor health expenditure. Nor has it solved the
unequal geographical distribution of physicians.
