Trough a decision Campeanou of the European Court of
human rights on July 17, 2014, the entire Romanian
structure of care for mentally disabled people was
involved. The falling down equipment and the collapsed
organization led to neglect patients, in violation of their
right to health care, and even their right to life. The
Court recognized the admissibility of an NGO on behalf
of the deceased patient.
