Abstract

The primary purpose of vaccination is the safety of the
population, which decreased by personal constraint of
every person to be vaccinated supporting the risk of
adverse events related to it. The constraint to care, and
more specifically the strain to prevention against the risk
of epidemics is a national policy that varies by state, and
leads to dramatically different results by state. However,
the development of epidemics must be treated globally. In
the line indicated by the WHO, the European
Commission strongly encourages States to adopt a
constraining or incentive policy to prevent and eradicate
the resurgence of serious and expensive diseases in the
population. The challenge is to determine the
responsibility of the state in the policy of information and
in its mission of prevention and treatment of health crises
situations. The situation depends on constraining or
incentive policies to vaccination that refer on healthcare
professionals, manufacturers, and to the people, the
liability related to the terms and conditions, as well as
refusing vaccination.
