Comprendre et appréhender le risque terroriste : les faiblesses françaises de la prospective

Abstract

The propective study is insufficiently developed in the intelligence community. In counter-terrorism, the absence of scientific analysis of terrorist’s facts and justifications bring to privilege a global approach of the threat, giving systematically an international dimension to local actions.
We need to change the approach of counter-terrorism by suppressing the suspicion on terrorism and by thinking about what threaten really the governments. The prospective study will give to terrorism is true place inside criminality, will defuse is ascendancy on democracies, will make a proactive retort. But does the governments want to see this new attention on our self ?
