Abstract

The EU budget is dominated by two major policies, the common agricultural policy and the cohesion policy, and thus leaves little room for emerging policies. However, security issues are not absent, policies related to the area of freedom, security and justice together with the external actions of the European Union experiencing the strongest growth during the recent period and the Commission having proposed a significant increase of the amounts that could be dedicated to these policies during the 2014-2020. The concept of security is also disseminated through other policies and is therefore a stimulating key to analyse the EU budget..
