Abstract

Albeit being a new topic, European internal security has experienced a striking development in recent years. Among the innovative projects triggered by this development, we should definitively include the “policy cycle against organized crime”.
This article thus deals with an increasingly important policy area. It first presents a short history of internal security as it progressively became an issue in European politics. It also portraits the policy cycle as a pioneering project. For Member States, the idea is to optimize the input of their security services, on the basis of common threats assessments. For Europe, the goal is to adopt a structured and effective strategy in the fight against these threats, by organizing the work of specialized European agencies, establishing policy priorities, setting up a monitoring mechanism and adapting the action to be carried out according to the evolution of the criminal phenomena.
