Abstract

If illicit traffics have always existed, they developed a transnational dimension in the wake of globalisation. Far from representing theoretic realities, illicit flows exert a real influence on international relations. They thus have a global geopolitical impact.
At the local scale, the actors of these illicit flows, godfathers and low profile criminals alike, embody, while putting States legitimacy in jeopardy, an alternative model of development.
Organized crime, sometimes the only viable employer within disadvantaged economic areas, evolved from a parasitic nature to a symbiotic relationship with the political power.
