Abstract

The People’s Republic of China is moving towards a personal dictatorship of its president, Xi Jinping, who at the XIXth Congress strengthened his grip on the Party. The Party is giving itself the means to reinforce its hold on a quietly dissenting civil society. Internationally, the Chinese regime will try to make China the engine of globalization, but in terms that can bring it into conflict with the international system and those who defend it. Fear of a nuclear conflict and the limits of China’s power, however, should prevent an open conflict between China and the United States. France and Europe must have the courage to face the nature of Chinese power.
