Abstract

Many studies have focused on today’s international science policy and its multiple geopolitical
and socio-economic implications, leaving however little literature that questions how the state
along with higher education and research institutions act in the constitution of a foreign policy
more recently referred to as “Science diplomacy”. After an overview of the evolution of FrancoChinese scientific relations since the 1960s, this article proposes to shed light on the construction
of a French scientific diplomacy in its dual characteristic corresponding to both the orchestration
by the state and the democratic atomization of a public policy. The agents of cooperation are
studied with regard to their multipositionality in order to the reveal the effects of a process of
co-construction of this Science diplomacy
